Sedekah, Slamet, Sertifikat: Layered Halal in Javanese-Islamic Yogyakarta

Halal is commonly framed as a technical-regulatory category concerned with certified food, cosmetics, and financial products. Yet in Java, and in Yogyakarta in particular, the boundary between the permissible (halal) and the impermissible (haram) has long been negotiated not only through fatwa and certification bodies but through local wisdom embedded in ritual, performance, and communal life. This article aims to examine how halal values are internalized, performed, and reproduced through Yogyakarta's Javanese-Islamic traditions, focusing on four interrelated domains: the palace ceremonies of Yogyakarta’s Sekaten and Sedekah Gunungan, the Slametan (the communal ritual meal), Traditional Markets and Local Cuisine, and the Indonesia Halal Policy and Institutionalization of Local Wisdom in the Special Region of Yogyakarta. It asks how these local, ritual-based expressions of propriety relate to, and are increasingly layered under, the formal halal certification regime administered by the Indonesian Ulema Council (MUI) and the Halal Product Assurance Agency (BPJPH). To answer this question, the study adopts a qualitative case study design combining documentary research with an ethnographic, insider (emic) standpoint: the author, a native of Yogyakarta with lifelong participation in the rituals discussed, integrates reflexive observation and informal, everyday conversation accumulated through years of residence with a systematic review of peer-reviewed literature on Javanese Islam, halal certification, and halal tourism. The findings show that Yogyakarta exhibits what can be termed an "emic halal" consciousness, a lived, syncretic sensibility that predates and continues to run alongside the formal certification regime, and that this consciousness offers both opportunities and challenges for contemporary halal governance, tourism branding, and cultural heritage preservation.
